Combine the flour, baking powder, baking soda, cocoa, sugar and 3/4 cup of the chocolate chips into a large bowl.Mix all the wet ingredients in a small bowl. whisk to combine.Gently mix the wet and dry ingredients together. Do not over mix the batter. Lumpy batter makes the best muffins.Using an ice cream scoop, fill the muffin cups 3/4 full. Sprinkle the remaining 1/4 cup chocolate chips on top.Bake for 20 minutes or until the tooth pick inserted in the middle comes out clean.
